SPGA Engages with FPAC

On April 4, 2025, the Finance and Public Accounts Committee (FPAC), chaired by the Leader of the Opposition, Hon. Sebastien Pillay, convened a meeting with the management of the Seychelles Parks & Gardens Authority (SPGA), led by Chief Executive Officer Mr. Allen Cedras at the SPGA Headquarters, Ile du Port. The meeting culminated in a tour of the SPGA's EarthRanger Command Center at the Marine Operations Base, Perseverance.

During this session, SPGA officials delivered an in-depth presentation outlining the organization’s mandate and operations, highlighting key revenue streams as well as the progress of the new CCTV and EarthRanger software being implemented across the trails, gardens and marine parks.

Mr. Cedras was joined by Deputy CEO Ms. Lya Docteur and other management staff. Hon. Pillay, as chair, was accompanied by Hon. Georges Romain, Hon. Churchill Gill, Hon. Conrad Gabriel, Hon. Richard Labrosse, and Hon. Sandy Arissol.

Discussions included insights into the analysis and monitoring of SPGA's revenue sources, which encompass entrance fees from marine parks, trails, and the sale of Coco de Mer. This meeting followed a previous public hearing in which Mr. Cedras and Ms. Docteur provided evidence to the Committee regarding the Auditor General's 2022 report.

The FPAC members offered strategic recommendations to further increase the Authority's revenue streams and also commended the SPGA for implementing necessary internal changes to strengthen its financial structure. Throughout these initiatives, the SPGA remains committed to enhancing transparency and accountability in its financial management practices.
